These provisions were a major selling point for some members of Congress who were rightly skeptical of the deal. f Colombian aid does not remain contingent on a positive human rights record, the people of the United States will have become complicit in untold murders and tortures. I hope that you'll use all means at your disposal to convince President Clinton to reverse his order.
