Dear Representative Capuano

Language attached to HR 3048 (the Presidential Threat Protection Act of 2000)
would expand US Marshals' authority to issue administrative subpoenas for
records related to individuals, and would allow them to conceal the existence
of such subpoenas from the individuals whose records are being gathered.
Obtaining individuals' records tacitly, by administrative subpoena, circumvents
the judicial hurdle of obtaining a search warrant.  That hurdle exists for a
good reason.  Passage of HR 3048 would be a terrible weakening of the Fourth
Amendment right to freedom from unreasonable search and seizure, and I hope
that you'll oppose it.
