Obtaining individuals' records tacitly, by administrative subpoena, circumvents the judicial hurdle of obtaining a search warrant. That hurdle exists for a good reason. Passage of HR 3048 would be a terrible weakening of the Fourth Amendment right to freedom from unreasonable search and seizure, and I hope that you'll oppose it.
