Subject: support the States' Rights to Medical Marijuana Act

Dear Representative Capuano
 
I hope that you'll support the States' Rights to Medical Marijuana Act,
introduced this past week by Barney Frank.  This bill would allow states to
decide whether to permit physicians to prescribe marijuana.  The issue here is
not about marijuana as a recreational drug, but about its medical utility and   
about states' right to set their own internal policies regarding it.  Without
this legislation, conflicts between state and federal authorities, such as
those currently occurring in California, will multiply.
