Subject: support the Treatment on Demand Assistance Act

I hope that you'll support the Treatment on Demand Assistance Act, introduced
by Senator Barbara Boxer of California.  This bill would double federal funding
for drug treatment programs.  These currently underfunded programs have been
turning away addicts who all too often end up warehoused in the burgeoning
prison system.  Prison is a cruel and costly alternative to treatment.
