Subject: support the Major Drug Trafficking Prosecution Act

Dear Representative Capuano

I hope that you'll support the Major Drug Trafficking Prosecution Act,
introduced in the House today by Maxine Waters.  By repealing federal
mandatory minimum sentences for drug offences, thi bill would return
discretion to the judges in such cases.  No legislation can foresee
all of the possible circumstances surrounding a crime -- mandatory
minima are, and always have been, a bad idea.
