This bill would make it easier for the government to read private email without judicial review and without notification of the person whose communications are being disclosed. Although its supporters claim that this bill is intended specifically for emergency situations, it contains no language restricting its application to genuine emergencies. It does not require government agents to act in good faith in reporting an emergency to an ISP. It does not require that the danger be immediate. It does not require judicial review, even after the emergency has passed, and it does not require that the person whose communications have been disclosed be notified.
