This important legislation would require the government to disclose its uses of private-sector databases in data-mining activities, as well as any re-uses of government databases that were originally collected for other purposes. Because it collects and correlates many separate pieces of information on private individuals not suspected of any crime, large-scale data mining constitutes a grave threat to individual privacy and goes against the spirit in which the Fourth Amendment was written.
