Article III of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction prohibits signatories from transferring such agents to any recipient. By violating the Convention, the United States contributed to the conditions that produced a rationale for the current war in Iraq -- a war that continues to place British troops at risk and to consume British resources. Especially after having become the major champion of a war against Iraq, the United States must be held to account for its material support of Iraq's past weapons programmes.
