As you know, the Federal Highway Administration is requiring Massachusetts to return more than $24 million in federal transport funds. I'm writing to ask you that the resulting cuts in Massachusetts' transport budget be distributed equitably, and in particular, that the Transportation Enhancement Program, which accounts for 2.8% of the total transport budget, account for no more than 2.8% of the cuts. Especially here in the very congested Boston area, the improvements to cycleways and pedestrian access that are funded by the Transportation Enhancement Program are at least as critical to the quality of life as are other projects.
