To Whom it may concern: I am disturbed by recent reports from the Government Accountability Office (GAO) and the New York Times ("Is it News or Public Relations? Under Bush, Lines Are Blurry," 13 March 2005) that government-produced television segments styled to look like news reports are being distributed to television stations, where they're then aired without clear disclosure of their source. This distribution and broadcasting of unattributed political programming seems a violation of law both on the part of the government agencies that are producing the programmes and on that of the broadcasters who are airing them. To the Federal Communications Commission (FCC): I request that you fully investigate any potential violation by a broadcast company of 47 USC 317, the Radio Act, or any other statute or regulation that prohibits stations from airing government-produced programming without proper disclosure. In particular, please investigate Fox 13-Memphis, WCIA-Champaign, and any other broadcast stations that may have failed to disclose the source of their government-produced programming. To the FCC and the Justice Department, I request that you fully investigate whether any government agency violated 31 USC 1341, PL 108-199, or any other statute or regulation that prohibits the use public funds for creating and distributing partisan propaganda.
