I hope that you'll support HR 1606, a bill to amend the Federal Election Campaign Act of 1971 to exclude communications over the Internet from the definition of public communication. As you know, the Federal Elections Commission currently is reluctantly formulating regulations for political speech on the Internet, as a result of a decision by US District Judge Colleen Kollar-Kotelly interpreting the Bipartisan Campaign Reform Act of 2002. By relieving the FCC of the responsibility to regulate Internet speech, HR 1606 would ensure that the Internet remains a haven for the grassroots political speech that promotes democratic government.
