Please oppose H.R. 4694, the misnamed Let the People Decide Clean Campaign Act. By setting a very high bar for petition signatures (10% to 20% of voters), this bill would diminish the involvement of minor parties, restricting political discourse to the mainstream. In addition, since political challengers lack the bully pulpit of an incumbent and therefore require more financing than do challengers for the same degree of publicity, this bill protects incumbents against challengers. Though the bill's stated goal of returning electoral power to the people is a laudable one, its negative effects on political challengers negate this goal.
