I hope that you'll join the bipartisan group of co-sponsors of H.Res.688, a bill that would require that proposed legislation be made available to the public via the Internet for at least 72 hours before consideration by the House. Had this requirement been in force in fall 2001, the White House would not have been able so stealthily and rapidly to replace Congress's draft of the USA PATRIOT Act with its own wish list and to have it brought to a vote within a matter of hours. The USA PATRIOT Act is only the most glaring example of the public harm that can be wrought when legislative decisions are taken hastily.
