Thank you for signing the discharge petition for HR 1402, a bill to provide
for equal coverage of mental health benefits with respect to health insurance
coverage unless comparable limitations are imposed on medical and surgical
benefits.  There is no scientific or medical justification for placing
insurance cover for diseases of the brain on different terms and conditions
than other diseases.  Five years ago, when this issue previously came up
for consideration in the form of in the form of the Mental Health Equitable
Treatment Act (which you also supported - thank you), the Congressional
Budget Office estimated that it would increase insurance premiums by less
than one percent.
