I hope that you'll support S.558, a bill to provide parity between health
insurance cover for mental health benefits and cover for other medical and
surgical services.  There is no scientific or medical justification for placing
insurance cover for diseases of the brain on different terms and conditions
than other diseases.  Six years ago, when this issue previously came up for
consideration in the form of in the form of the Mental Health Equitable
Treatment Act, the Congressional Budget Office estimated that it would increase
insurance premiums by less than one percent.
