I know that you'll support S.576, the Restoring the Constitution Act.  It is an
irony indeed that a law is needed to ensure enforcement of a constitution which
ought to have stood on its own.  Nevertheless, needed it is.  As you know, this
bill would restore habeas corpus and would exclude from evidence statements
produced by torture or other coercion.  It is high time that the United States
join the rest of the civilised world in repudiating the practice of torture.
Alleged enemies should be treated with the same human and legal rights that the
United States would expect for its own citizens held by other states.
