Subject: Naval sonar exercises damage the environment; please rescind your Coastal Zone Management Act waiver

I'm very disappointed with your decision this past Tuesday to issue a waiver
exempting Navy sonar exercises from the Coastal Zone Management Act.  As you
know, this executive action makes an end run around pending litigation in
which an injunction against midfrequency sonar use had been granted.
Midfrequency sonar uses intense sound pressure that can disorient and injure
whales, resulting in bleeding, disruption of mating and feeding, and in many
cases death.
