I urge you to oppose HR 1076, the Internet Stopping Adults Facilitating the Exploitation of Today's Youth Act. Section 5 of this bill would amend 18 USC 2703 to require that any "provider of an electronic communication service or remote computing service shall retain for a period of at least two years all records or other information pertaining to the identity of a user of a temporarily assigned network address the service assigns to that user." This requirement, as worded, would extend to individuals who run wireless access points in their homes, to universities and other non-profit institutions, and to small businesses that haven't the resources to spare for such record-keeping. Homeowners would have to log the accesses of their house guests, and the corner coffee shop would have to log those of every customer. HR 1076 would be bad for privacy and individual liberties, bad for homeowners, and bad for small businesses. Especially in this time of economic depression, individuals and small businesses can hardly afford to spend time and money shouldering this additional regulatory burden.
