I hope that you'll support HR 2943, the Personal Use of Marijuana by Responsible Adults Act, introduced by your colleague Barney Frank. By eliminating federal penalties for possession of up to 100 grams and for not-for-profit transfer of up to one ounce of marijuana, this bill would free law enforcers and the courts to pursue criminals who actually commit or threaten harm to others. As you well know, this past November Massachusetts voters decriminalised possession of up to one ounce of marijuana, with effect at the beginning of January. Opponents' dire predictions of lawlessness and disorder were not at all borne out, and police were freed to deal with serious crimes. Massachusetts' experiment with decriminalisation has been a success, and federal law ought to be brought into agreement with it.
