The Bill of Rights - including in particular the Sixth and Fifth Amendments - is meant to apply to all persons in the United States, not just citizens or residents. It ought to apply, too, to all persons held under the jurisdiction of the United States. It has recently been reported that your government is contemplating executive orders that would enable you to maintain and to perpetuate the Bush government's policy of indefinite imprisonment without trial. If you do this, you will encourage freedom-loving people within and outside your country's borders to fight your policy, your government, and your people. After eight years of George Bush, the United States cannot afford policies that create another generation of enemies.
