I was disappointed to learn of your government's decision this past Tuesday not
to sign the Convention on the Prohibition of the Use, Stockpiling, Production
and Transfer of Anti-Personnel Mines and on their Destruction (the "Ottawa
Treaty").  Anti-personnel mines are a barbaric form of warfare that can
continue to kill and to mutilate non-combatants many years after their intended
targets have withdrawn.  As you know, the United States no longer produces
anti-personnel mines.  You ought to finish the process by committing never to
use them.
