Liberty Human Rights have drafted an amendment to the Counter-Terrorism and Security Bill which will come to the floor in the Commons this coming Monday, 15 December. This change would replace the government's suggested Temporary Exclusion Order (TEO) regime - which punishes extrajudicially and risks exposing British people to torture, or delivering them into terrorist hands - with a system called Notification and Managed Return Orders (NMROs). Under Liberty's proposal, the Home Secretary could impose a NMRO on airlines and other carriers requiring them to tell the Home Secretary if a named individual were booked to travel to the UK; and the date, time and location of the person's expected arrival. This scheme would allow the authorities to use their existing powers against individuals on their return to the UK. Crucially, though, the Home Secretary would no longer have the power to revoke the passport of a UK citizen, effectively exiling them, whilst that person were outside the UK. Again I urge you to support Liberty's proposed amendment to this coming Monday's Counter-Terrorism and Security Bill.
