I'm writing to urge you to protect real net neutrality by opposing the Thune-Upton bill. A draft bill being circulated by Senator John Thune and Representative Fred Upton, the ostensible purpose of which is to characterise broadband Internet access as a public utility, is actually something of a Trojan Horse: as currently drafted, this bill would preclude easy expansion of open-Internet provisions by specifying that the Federal Communications Commission "may not expand the Internet openness obligations for provision of broadband Internet access service beyond the obligations established". This restriction on executive rule-making would pertain specifically to rules that would expand open-Internet obligations, and not to any other rules. I urge you to oppose this bill and protect the future of the free and open Internet.
