UCSD 0608 La Jolla, California 92093-0608 mbelmonte@ucsd.edu Thursday 20 April 1995 Brian Bilbray US House of Representatives fax 291-8956 Dear Mr Bilbray As your constituent I write to voice my opposition to two measures current in the House. I oppose HR 1453 (Solomon) which would remove the tax-exempt status of any nonprofit organisation that promotes the legalisation of any controlled substance. Whether or not you and I agree or disagree with the strategy of drug legalisation, to silence selectively the voices on one side of the issue would be a serious abridgement of free speech, and would deny the people of the United States the balanced information that is necessary in order to construct informed opinions. I oppose funding for the Telephone Carrier Compliance program contained in the budget for the Department of Justice. Especially in this time of fiscal austerity it's a mistake to spend hundreds of millions of dollars to make the telecommunications system easier to wiretap. Easy access to wiretap-ready telecommunications networks could easily be abused by unscrupulous individuals or agencies. The fiasco of the Clipper Chip proposal has already proven that proposals for electronic surveillance are unpopular with American business and with the American people. In order to facilitate future correspondence, please send me your email address. Sincerely, Matthew Belmonte
