Subject: age-based curfews are unfair

Your recent endorsement of curfews for minors is a serious blow to civil
liberties.  If someone were to propose reducing crime by placing the entire
population under house arrest every evening, that person would be laughed out
of the legislature.  The situation is no different when the curfew is limited
to people under 18 or under 17.  Unfortunately, though, it's allowed to happen,
because those who have no vote have no recourse.  Putting the state in loco
parentis is not the answer to the crime problem.  Enforcement with an emphasis
on therapy and rehabilitation is.
