This past Tuesday, your own advisory council on AIDS unanimously passed a
resolution of no confidence in your administration, because of your ongoing
refusal to acknowledge what well designed epidemiological studies have shown:
needle exchange is the most effective way of preventing HIV infection, and does
not encourage drug abuse.  It is imperative that you and the Secretary of
Health and Human Services act to lift the ban on the use of federal AIDS funds
for needle exchange programs.  People are dying.
