Subject: Riggs rider to VA/HUD appropriations bill

Rep. Frank Riggs (R-CA) has introduced a rider to the Veterans Administration
and Housing and Urban Development appropriations bill that would deny
federal funding to state and local governments that choose not to do
business with contractors who fail to offer equal health benefits to
homosexual and heterosexual employees.  This follows a US District Court
ruling that the city of San Francisco can refuse to do business with such
contractors.

The federal government shouldn't be getting involved in deciding how state
and local governments choose their business contracts.  Please help to defeat
the Riggs rider.
