Subject: support HR 1123

Dear Representative Capuano:

I write as your constituent to express my support for HR 1123, introduced by
Barney Frank and Tom Campbell.  This bill would prohibit the federal government
from withholding funding from universities that choose not to participate in
the Reserve Officer Training Corps.  As you may know, many universities do
decline to participate, in order to be fair to homosexual students who are
barred from ROTC.  HR 1123 would ensure that universities are not punished for
their senses of fairness.
