Res. 35 Dear Senator Kerry The controversy over home rule in the District of Columbia has come to a head lately with George Voinovich's introduction of S.J. Res. 35, which would nullify the medical marijuana initiative that was overwhelmingly approved by D.C. voters. The main issue with Voinovich's proposal is not what Congress thinks of medical marijuana, but what Congress thinks of democracy and federalism. Localities, including the capital, should have the right to implement their own local policies. Passage of S.J. Res. 35 would set a dangerous precedent against a locality's right to self-governance. I urge you to oppose this measure.
